Rust: ランクの高いトレイトバウンドを持つジェネリック型のDropを実装することはできません

このプログラムをコンパイルしようとすると：

pub trait Foo<'a> {}

pub struct Bar<T> where T: for<'a> Foo<'a> {
    _phantom: ::std::marker::PhantomData<T>,
}

impl <T> Drop for Bar<T> where T: for<'a> Foo<'a> {
    fn drop(&mut self) {}
}

fn main() {}

この明らかに偽のエラーメッセージが表示されます。

$ rustc test.rs

タイプチェックを行うためにそれをいじってみましたが、何も機能しませんでした。
