Por que o fusível é especial? por que não faz parte do arquivo de requisitos regulares?

Para sua informação, no Ubuntu 14.04, o pacote 'fuse-dev' é na verdade chamado 'libfuse-dev',
@flyte, há algo faltando nos documentos de instalação que tornaria isso mais claro?
