Eu diria que a gestão do histórico não está completa.
Este teste do meu lado falha com jsdom versão 9.4.1:

sim. jsdom em geral ainda não suporta navegação, pois isso envolve a criação de um objeto de janela totalmente novo. Este é um problema difícil de longo prazo que ainda não começamos a pensar em resolver.
Uma solução, para quem encontrar este post e quiser fazer os testes funcionarem, é usar o Sinon spy
e zombar dos métodos history.pushState
ou history.replaceState
.
@crobinson42 não tenho certeza se entendi, mas a simulação também ajudaria com o window.onpopstate?
