O mesmo problema aqui. Hoje a nova versão não aparece mais. Restaurar para a versão 1.15 resolve o problema

Eu tive os mesmos problemas, resolvi removendo o System.Windows.Interactivity.dll do GAC. O problema voltou ... Instalei o "Coverity Desktop for Visual Studio". Após desabilitar "Coverity", o problema foi "resolvido" ... ou não, já que desejo usar tanto "ResX Manager" quanto "Coverity ..." e algumas outras extensões também, que podem precisar das mesmas DLLs.

A desinstalação do Code Maid e do GhostDoc resolveu o problema. Bem-vindo ao inferno DLL ...

Também tinha esse problema - a exclusão do System.Windows.Interactivity.dll na pasta AppData / Users resolveu esse problema.

Depois de reiniciar minha máquina, o problema voltou a ocorrer:
