I found that you have to change the 'BASE_URL' field to match the endpoint given along with your keys!

@DeepPuddles have you tried changing the BASE_URL as per @dannynguyen27's suggestion above?

To elaborate more, it's possible that you're specifying different region/location in your BASE_URL endpoint than the region you chose during the creation of your FaceAPI. You can find the correct endpoint in the Overview section of your FaceAPI page in the Azure Portal.
