Libvips: ./configure error on 8.7.0

I download from releases and I choose 8.7.0 and I extract it and I type ./configure

but it says.

[root@ip-172-31-15-227 libvips-8.7.0]# ./configure
bash: ./configure: No such file or directory

Hello, you need to download the tarball, vips-8.7.0.tar.gz.

I am having a similar (perhaps the same) problem installing on a centos 7 machine.
I type wget https://github.com/jcupitt/libvips/archive/v8.7.0.tar.gz /tmp/vips-8.7.0.tar.gz
I see v8.7.0.tar.gz in my directory.
I type tar -xzvf v8.7.0.tar.gz
I see the folder untar and see libvips-8.7.0 in my directory.
I ls -a the directory and I don't see the configure file.
