У меня были те же проблемы, решил их, удалив System.Windows.Interactivity.dll из GAC. Проблема вернулась ... Я установил "Coverity Desktop для Visual Studio". После отключения "Coverity" проблема была "решена" ... или нет, так как я хочу использовать и "ResX Manager", и "Coverity ...", а также некоторые другие расширения, которым могут потребоваться те же библиотеки DLL.

Удаление code maid и GhostDoc решило проблему. Добро пожаловать в ад DLL ...

Также была эта проблема - удаление System.Windows.Interactivity.dll в папке AppData / Users решило эту проблему.

После перезапуска моего компьютера проблема возникла снова:
