Runtime: There should be an `ObservableDictionary<TKey, TVal>` in contrast to `ObservableCollection<T>`!

Yes we can find many implements on web for example this one, but I still think that there should be one reside in .NetFX!

If it is not something we think CoreFX will use itself, it may be better fit for CoreFxExtensions repo (driven by community) - see dotnet/runtime#22228
