you can already install it (I think) using conda install -c conda-forge scikit-learn. Otherwise the new release will be out in about 2 weeks.

The answer hasn't changed. As stated above, you can already use scikit-learn with conda-forge, and otherwise you need to wait for the 0.24 release.

I pretty much switched to docker for all of my ML development with hardcoded versions, etc, and no longer have any issues. Python tend to crash and burn with mallocs, oom, installation issues, etc with any update to either in the OS, python itself, or libraries. Unfortunately that's the state of things...

I figured out a workaround for installing on python3.9 at least on linux

Upgrade pip. Install wheel, Cython, obspy, numpy, and geomag-algorthms from git source

pip install -U pip wheel numpy Cython Obspy
pip install git+https://github.com/usgs/geomag-algorithms.git

Install GDAL

Get the GDAL version

sudo apt-get install libgdal-dev
VERSION=$(gdal-config --version)

Install GDAL in pip based on the version installed on the os

pip install GDAL==$VERSION

You can now install scikit-learn

pip install scikit-learn

You can now do pip install --pre -U scikit-learn on Windows to install the release candidate.

And using conda with conda install -c conda-forge/label/scikit-learn_rc scikit-learn.

pip install --pre -U scikit-learn also works on fedora.

which, as of right now, installs 0.24.0rc1 with python3.9 support instead of 0.23.x which complained about shared module loading due to numpy changes or something.
