Currently all civilians in battlescape are hostile if the building owners are hostile.
X-COM kills them on-site in Real Time mode and will auto-fire if they approach in Turn Based
They should be neutral and not treated as hostile by X-COM otherwise X-COM kills them and this harms the relationship with the "Civilian" organisation. This causes recruitment to dry up in OpenApoc.
X-COM should only treat civilians as hostile if their relationship with the "Civilian" organisation is negative regardless of the building owner that they are in and their relationship to X-COM.
The current issues with X-COM attacking civilians also affects building security, who X-COM will attack even on an Alien Investigation (where security should attack hostile aliens and not X-COM)
